OK. I've got the head of my beautiful girl stripped of all color, washed clean with a mild, watered-down soap solution, well rinsed and blotter dried.
Time to attempt my first eyebrows with a fine paint brush and powder makeup. (Not ready for the toothpick technique, yet.) I was moving along on a fine, botched, first-time attempt when I noticed all this "stuff" was now adhered to her face. Again.
The dark blotches around her eye are eyeliner stuck to superglue. I'm "stuck" with that for a while, I think. đ (@rk105rider as usual your advice was spot-on. A whole lot of patience and some tweezers, and I was able to remove the eyelashes without damaging her skin. Thank you.)
It's all the little black specks and little hairs. Even the makeup left little specks, like they were floating in the air, and static electricity just locked them onto her head. I can't wash her when I'm done, to get rid of all that, without fear of ruining all the hard work I'm about to do.
What's the answer? Do ya'll powder and then apply makeup? Is it OK to just rinse her off after applying makeup and then applying powder?

Good job, on getting her Eyelashes off, cleanly... And those dark blotches, are going to be covered up, by the new Eyelashes and Eyeshadow...
You are correct in thinking you need to dust her head, lightly, with Talcum Powder, all over, before applying Makeup....to cut down on the Static Electrical Attraction, that is happening, now. All those little Specks of makeup and Hairs, are very challenging....
They are what I was talking about, when I mentioned, cleaning as you work. They only will come off with a QTip and Baby Oil. You will go through a lot of them... I clean all those âspecksâ off, after I apply the Eyeshadow, to one Eyebrow, or around one Eye, etc. I also dab a little Talcum Powder back on those areas, I just cleaned with Baby Oil, again, with a QTip. It really takes some time, to do a complete Makeup Job...Eyelashes, Eyeshadow, Eyebrows, Lipstick and Blush... But, the finished Result is very, very satisfying... To me, itâs almost like you are bringing her to life...
Oh, one thing... I do reinstall her Eyeballs, before applying Makeup and gluing on Eyelashes.... That way, you wonât mess up all your hard work, by smearing it, while stretching the TPE , reinstalling the Eyeball... Donât forget about using the Cling Wrap or Waxpaper, to cover the Eyeball, before gluing the lashes on.
I glue the lashes on first, before applying any makeup... I also remove the Cling Wrap, before I apply Makeup...
The sequence I follow is:
Clean off all the old makeup. Dust all over with Talcum Powder...
Reglue loose Eyelashes; Glue on New Eyelashes...
Eyeshadow next, both Eyes, to make them match...
Clean up all those annoying âSpecksâ of Makeup, with QTips and Baby Oil...reapply Talcum Powder to those shiny areas, with QTip.
Now work on Eyebrows.... followed by another cleanup session...
Now, apply Lipstick/Lipgloss....Touching up and shaping, as necessary, with QTips and Baby Oil... Now, a little more Talcum Powder...LoL
Apply Tooth Whitener Makeup....
Finally, apply Blush, to her Cheeks...
It is a Process, and that Sequence, is what works, for me... It takes time, probably a couple hours...but, you do get faster at it, as you get more Practice...
