It's talcum powder. You can use that to keep the skin of the TPE doll feeling soft and fresh. It helps to remove dirt as well.
As many have suggested here it helps to use some sort of brush to apply it. A shaving brush works very well. I would recommend laying the doll on a white towel when doing this. Then you can just shake the towel out and wash it if necessary.
You can also use Corn Starch which is completely organic and non harmful for consumption etc. I actually prefer corn starch but I don't think it lasts quite as long as talcum powder.
